Why blaming Congress in Bihar is a red herring

The Congress managed to win 19 out of the 70 Assembly Constituencies (ACs) it contested in these elections. In 2015, it won 27 out of the 41 it had contested. Compared to 2015, 2020 looks like an underperformance.
